Completion Lead – Dar Es Salaam
Location: Office-based, Dar Es Salaam
Contract Duration: 12-Month Contract
Rotation: 8 Weeks On / 2 Weeks Off
Rate: Day Rate (USD)
We are supporting a major cross country crude oil pipeline project in East Africa and are seeking an experienced Completion Lead to play a critical role in the transition from construction through to commissioning and pre-operations.
This is a hands-on, site-based role focused on system completion, punch list management, and ensuring a smooth and structured handover of facilities. Reporting to the Completion Manager, you will be responsible for overseeing all completion activities across assigned systems—ensuring inspections, documentation, and punch list close-out are delivered in line with project requirements and schedule. You will act as a key interface between construction, commissioning, QA/QC, and engineering teams.
Key Responsibilities
Lead system completion activities from construction through to commissioning and pre-ops
Review system definitions and inspection plans in coordination with engineering and discipline leads
Coordinate and track Inspection Test Reports (ITRs) and completion status by system priority
Ensure construction walkdowns and final inspections are executed effectively
Manage and control punch list processes:
Define, review, and validate punch list items
Monitor progress and close-out status
Ensure accurate reporting across all project phases
Lead daily and weekly completion meetings with site teams, QA/QC, and construction
Ensure timely generation of completion certificates and handover documentation
Interface with construction, pre-commissioning, commissioning, and regulatory teams
Support the preparation and submission of mechanical completion dossiers and test packs
Track and report progress, including outstanding items such as punch lists, NCRs, and check sheets
Promote strong HSE standards across all completion activities
Candidate Profile
Degree qualified in Engineering or a related discipline
10+ years’ experience in construction, commissioning, or completions within large-scale energy or infrastructure projects
Proven experience in system completion, turnover, and handover processes
Strong understanding of:
P&IDs and system definitions
Inspection and test plans
Completion databases/systems (e.g. ICAPS, WinPCS, SmartPlant or similar)
Experience managing punch list processes on complex projects
Strong leadership and coordination skills across multidisciplinary teams
Excellent reporting, communication, and stakeholder engagement abilities
Fluent in English (written and spoken)
Comfortable working in multicultural, site-based environments
