Surface Quality Surveillance Leader Location: Kampala, Uganda (Resident)
Start Date: Q2 2026
Duration: 12 months
We are currently seeking an experienced Surface Quality Surveillance Leader to support a major onshore oil & gas development in East Africa. This is a key role responsible for coordinating and overseeing quality surveillance activities across engineering, procurement, construction, and installation phases.
Key Responsibilities
Lead and coordinate all package quality surveillance activities, ensuring compliance with project requirements, QA/QC standards, and surveillance plans
Develop and implement surveillance programs and inspection strategies for contractors and suppliers in collaboration with project stakeholders
Review and approve Contractor Quality Control Plans (QCPs), Inspection & Test Plans (ITPs), and other QA/QC documentation
Monitor contractor and vendor performance, ensuring proper execution of inspection, testing, and quality control activities
Manage inspection service contracts, including service orders, time sheets validation, and reporting through project digital tools
Ensure proper material traceability, certification compliance, and adherence to international codes and project specifications
Participate in kick-off meetings, progress reviews, audits, and investigations related to quality issues and non-conformance's
Analyze QA/QC trends (NCRs, KPIs, audit findings) and drive continuous improvement and corrective actions
Interface with third-party authorities for conformity assessments and certification processes
Provide regular weekly and monthly quality reports to project management and maintain accurate surveillance tracking systems
Promote and enforce a strong HSE culture, ensuring compliance with all safety and environmental requirements Context & Environment This role is part of a large-scale greenfield oil & gas development in a remote and environmentally sensitive region of Uganda. The project involves complex infrastructure, including multiple drilling sites, a central processing facility, and extensive pipeline networks.
You will operate in a multicultural, international environment, working with contractors and suppliers across multiple global locations, while ensuring compliance with local regulations and international industry standards.
Qualifications & Experience
Engineering degree or equivalent qualification
Minimum 10 years' experience in the oil & gas industry
At least 5 years' experience in QA/QC, inspection, or quality surveillance on major projects
Strong knowledge of quality systems, inspection processes, and international standards
Experience managing contractors, suppliers, and third-party inspection activities
Familiarity with digital QA/QC tools and reporting systems
Fluent in English (mandatory)
